Dr Nigel Fulchan is a dynamic and visionary leader with over 25 years of experience at the intersection of digital transformation, technology-enabled business models, governance, international strategy, and higher education. He currently serves as Chairman of the National Payment and Innovation Company of Trinidad and Tobago (NPICTT), where he provides strategic oversight of the country’s national digital payments infrastructure and innovation agenda.
In this role, Dr Fulchan emphasises strong corporate governance, effective risk management, regulatory alignment, and long-term sustainability, ensuring that national payment systems are secure, inclusive, interoperable, and resilient. He is widely recognised for translating emerging technologies into scalable, practical solutions that balance innovation with compliance, system integrity, and user-centric design capabilities essential to digitally regulated payment ecosystems.
Dr Fulchan holds a Doctor of Business Administration (DBA) from Lord Ashcroft International Business School, Anglia Ruskin University, Cambridge (UK), with doctoral research examining the disruptive effects of emerging technologies on business models. He also holds a Master of Laws (LL.M.) in Business and Commercial Law, specialising in Digital Law and Cybersecurity, alongside an MBA in Information Systems from the University of Lincoln – Lincoln International Business School (UK) and a Postgraduate Diploma in Strategic Business Information Technology from the University of Portsmouth (UK). His professional development is further strengthened by postgraduate executive education at Wharton Business School and Columbia Business School, as well as advanced qualifications in information systems and strategic business technology.
Having travelled to over 70 countries across five continents, Dr Fulchan brings a global perspective to leadership and transformation. His international exposure has enriched his approach to cross-cultural governance and global market alignment.
In addition to his role at NPICTT, Dr Fulchan serves as Director of SAM Caribbean Ltd., overseeing the regional delivery of UK university programmes. He is known for advancing academic–industry collaboration, curriculum innovation, and strategic growth for transnational education providers, and is frequently called upon to advise on institutional strategy, accreditation, digital readiness, and governance.
Dr Fulchan was appointed Chairman of NPICTT on September 26, 2025.
